EPA reaches deals with 41 home renovators in Idaho, Oregon and Washington over lead-based paint violations

Lead paint safety training for contractors, community education workshops offered this fall

Seattle (October 25, 2021) – U.S. Environmental Protection Agency Region 10 has reached settlements with 41 residential home renovators in Idaho, Oregon, and Washington state for violating federal lead-based paint regulations .

Pre-1978 home renovators are required by federal law to obtain EPA business certification under the Lead Renovation, Repair and Painting (RRP) To reign. They must also obtain renovator certification or assign certified renovators to projects; inform tenants and residents of possible lead-based paints and / or the known dangers of lead; and comply with labor practice requirements to reduce exposure to lead-based paints. This autumn, EPA provides free RRP training for entrepreneurs to become RRP certified. RRP training in Spanish will be offered on November 4 in Boise, Idaho. RRP training in English will also be offered.

Under the regulations, companies have agreed to pay civil penalties and certify that they comply with renovation, repair and painting certification requirements before offering and carrying out renovations, as required by the RRP rule.

“By bringing businesses into compliance with the Lead Safety Rule for Home Improvement, Repair and Painting, which includes firm certification and training to work safely with lead-based paint, it is protecting future workers. customers and their families as well as construction workers. In this way, the impact of these settlements is exponential ”, said Ed Kowalski, director of the Enforcement and Compliance Assurance Division of EPA Region 10.

A full list of companies whose enforcement cases have been closed this year can be found in the table at the end of this announcement, below, titled: EPA Region 10 Renovation, Repair and Paint (RRP) rules apply in 2021.

EPA’s Safe Home Repair Certification Program Protects Consumers and Contractors

Children are particularly vulnerable to the effects of lead because their brains and nervous systems are still developing and exposure can cause irreversible and permanent health effects. Lead-contaminated dust from disturbed, chipped, or chipped lead-based paints in homes built before 1978 is one of the most common causes of increased blood lead levels in children. According to Centers for Disease Control and Prevention (CDC), approximately 500,000 American children between the ages of 1 and 5 have blood lead levels at or above the CDC’s advisory blood lead level for public health actions.

It is important to remember that lead-based paint on walls and other surfaces that is still in good condition is not a health hazard as it cannot be ingested or inhaled. However, improper removal or damage to lead-based paint can create lead dust and paint chips which create a health hazard. People planning a remodeling, repairing or painting project on a house or apartment built before 1978 should be sure to get the job done. without issue and / or use a lead-safe certified contractor. If a landlord hires someone to do the work on their properties, they should hire a contractor certified under the EPA or their state, Lead the renovation, repair and painting (RRP) program. Contractors intending to work on properties built before 1978 must be certified under the program and failure to do so may result in penalties against a contractor.

Improve safe work practices through education and awareness

EPA launched the Enhancing Lead-Safe Work Practices through Education and Outreach (ELSWPEO) training initiative, educate children about lead exposure and protect overworked and environmentally underserved communities from lead exposure.
